Family Mosaic is committed to managing risk.

Our regulator, the Homes and Communities Agency (HCA), sets out its governance requirements for registered housing associations in its Governance and Financial Viability Standard, Code of Practice and New Approach to Regulation documents. The requirements outlined in these documents form the basic framework for the regulator’s approach to risk management.

Risk management is a key area of focus for Family Mosaic as well as for the HCA. Our Board and committee structure is an important part of the way we manage risk, and so are the specific tools and techniques we use to identify, monitor and mitigate against risk. These include the maintenance of a comprehensive Group risk register; the application of stringent stress-tests to our long-term business plans to see how they respond to adverse future events; and ensuring that we have the appropriate recovery plans in place to withstand shocks to our operating environment.

In addition, it is a specific requirement from the HCA that we maintain a thorough, accurate and up-to-date record of all our assets and liabilities. It is the regulator’s principal object to protect social housing assets and it is therefore critical that organisations, through their Boards and Executive teams, have a full understanding of their liabilities and, in particular, of those obligations that may jeopardise social housing assets. Keeping a record of assets and liabilities ensures that if a housing association gets into difficulty the regulator or other appointed organisation can quickly assess and value the business.

Family Mosaic has created an Asset and Liability Register that both satisfies this specific regulatory requirement and informs day-to-day risk management and decision-making. The register is available on demand to our Board and committee members, the Executive Management Team and of course to the regulator. It is updated each quarter and certified as compliant with the HCA’s requirements in our annual accounts each year.
